    Because Shaund is part of the team unlike Ash.
    I agree both have strong will, the first one may be shouting or showing her disapprobation yet she is always supporting the team while the second is just self locked in her hesitations and hardly able to move on.

    EDIT : i admit this may be because of her very bad appearance in ME2 and little to no "real" dialogue with her in ME3. Yet i am no social worker, i am not here to set her thoughts right, she has to follow orders ... she was shot down for that in my games.
