Speaking with him, he's only approximately 1 or 2/3rds of the way in, so as of yet, it's the first mention of it. However the words kind of speak for themselves, as a Shield Planning GUI would only be during the last mission where we get to make choices regarding the final mission.

I'm scrubbing the files in a linear fashion so I don't miss anything, that's why everything I post is so wildly out of order - that's how it's located in the game (same applies to the final version, too). Once I'm done with everything, I'll try to compose a by-game-chapter list of stuff if I have the strength and/or will to do it.

Well, considering what we had, anything else would have been better without lifting a single finger anyway :D

@Noelemahc : Damn, with all the things you've datamined from the game, it's almost as if what we had in the end labelled as "Mass Effect 3" was something like 10% of the entire REAL game, like a mere game demo... It's almost depressing :p
No wonder the game weighs much more than what it actually contains, with all the (better than what we got) things they've cut from it...

Nah, it actually weighs that much because of how much video it has. You know how I love to complain about pre-rendered videos in games that can render far better graphics on their own. Oh, and also unused textures. And voiceovers. Did I mention voiceovers yet? Gonna have to do a run at voiceovers some time after this is done.

Originally, to recruit the Blood Pack, you had to secure them a breeding world. Ew. To do that, you had to get an Eldfell-Ashland facility OFF a planet they fancied. Many outcomes, ranging from cutting off support for the facility so the vorcha eat the people, getting EA to evacuate the folks, or making a third party sponsor the evacuation which also nets us WAs. This plot is fully-built, with a complete set of dialogues (with wheels!) for the questgiver and the EA rep named Beverly.

@Noelemahc : The one about Emily Wong is indeed something that makes me feel incontrollable rage. So, instead of Emily Wong dying via twitter, we had "overfed hamster's face" Allers dying in a dark corner of space... Seriously, I could sacrifice the whole Bioware employees to Cthulhu (or maybe Yog-Sothoth, undecided yet :D ) to see that actually happening in ME3.

About the Emily Wong part of the script:

 What?! Oh, BioWare... it's like everytime I come here I hate you more and more for gutting this game of all that was good.

Seriously, this is like a punch in the face. We should have had Emily Wong, and had Allers biting space dust. Instead... we got the chipmunk face, overly sexualized, bland hack known as Diana Allers. But I guess BioWare really needed that 10/10 from IGN, didn't they? (n)

The Joker is a better villain. (joking) Anyways, why the hell do you cut that much awesome from the game? Good lord, if we had this instead of the garbage we were given, this could have been easily the best game of all time. And, Mass Effect 3 could have still be 60 bucks like Skyrim and still making money. It's like all the producers and higher ups managed to get hit on the head with crowbars or something. I'm sorry for ranting, but how could you be this utterly stupid for cutting all of this. I know there was a leak, but still. Ugh, such bad business practice and they manage to make money. The world no longer makes sense to me.

I kind of find the "they changed the story because of a leak" theory bullshit. You don't cut this much content because of a leak. People that care will tend to avoid spoilers, and people who don't would have still bought the game anyways. They just ran out of time (thanks to EA) and cut like crazy.
